On November 15, the Senate did pass by a 21-16 vote a reinstatement bill, but given the House's rejection, the proposal was not likely to go further. Anti-death penalty supporters said the vote showed they were making progress. The last time the Senate voted for the death penalty, in November 1997, the vote was 21-13.
