On November 27, UMNO Vice-President Seri Najib Tun Razak said the Barisan National Government has incorporated the Shari'a law into the administration of the country. He said the death sentence for those found guilty of murder was an example of the above, but PAS still accused the BN of being secular. "The pledge by PAS to create an Islamic State and implement the hudud law [Koranic punishment] in Kelantan and Terengganu is a political gimmick. It is a last-ditch attempt to fish for votes." Najib said PAS, which had ruled Kelantan for 10 years, still could not implement the hudud law it was fighting for.
