On September 13, the Government disclosed that a 10-year-old boy was the youngest of 12 children under 14 who are accused of rape. And despite the minimum age for capital punishment being 18, the Department of Social Welfare said it had discovered that at least 5 people on death row were minors at the time the crimes were committed. Social workers had not finished reviewing the more than 1,000 death-row cases, but had already found one in which the offender was 14 when the crime was committed, another where the culprit was 16, and 3 cases where the offenders were seventeen.
