On September 17, Theodore Munyengabe, a former deputy-governor of southwestern Cyangugu District, was re-arrested after the Court of Appeal had set him free in July. Munyengabe had been sentenced to death by the Cyangugu Criminal Court for playing a leading role in the genocide in his prefecture in April-July 1994. He was re-arrested when new charges implicating him in the genocide were found.
