Philippines Justice Secretary Raul Gonzalez claimed there wasn't a single child on death row at the National Bilibid Prisons. Gonzalez debunked the claim made by the United Nations International Children's Fund (Unicef) that seven children had been languishing on death row in the country. At a hearing of the committee on appropriations chaired by Rep. Rolando Andaya Jr., South Cotabato Rep. Darlene Antonio-Custodio asked Gonzalez to confirm whether or not there were minors on death row. "I am particularly concerned because Unicef says there were 150 children languishing in jails and this figure increased to 200 in 2003. Their brochure also says there were seven children on death row," Custodio said.
