President Jorge Sampaio wrote a letter to Texas govenor George W. Bush asking him to annul the death sentence of a mentally disabled man, due to be executed on 16th November. Sampaio asked for respect for humanist values and reminded Bush that Portugal was one of the first countries to abolish the death penalty.
