President Vladimir Putin roasted Russia's top cops for failing to stem soaring crime and said corrupt officers must be chased out of the force.
Putin told a Kremlin meeting of law enforcement chiefs that criminals were hounding ordinary Russians in their homes despite the protection of steel doors and iron bars. This dressing down follows the tongue-lashing Putin gave state prosecutors in February for allowing thousands of violent criminals to walk free.
He ordered prosecutors to improve the conviction rate for serious crime. Despite soaring crime and 80 percent public support for capital punishment, Putin refuses to lift a five-year moratorium on the death penalty, invoking the God-given right to life.
To do so would compromise Russia's Council of Europe membership.
