Refat Tulyaganov was executed despite intervention by the UN Human Rights Committee urging the Uzbek authorities to put the execution on hold.
The UN Human Rights Committee urged the Uzbek authorities on 24 December 2001 to put on hold the execution of 21-year-old Refat Tulyaganov.
There were allegations that he had been severely beaten in detention in order to force him to sign a confession.
Refat Tulyaganov was executed in secret. His family was not informed about the date of the execution, and when his mother wanted to see him on 24 January, prison personnel reportedly sent her back and told her she should return the next day.
On 12 February the family received an official certificate informing them of the execution date. Refat Tulyaganov had been sentenced to death by Tashkent City Court on 5 July 2001 for premeditated, aggravated murder (Article 97, part 2 of the Criminal Code).
The death sentence was upheld by the Appeals Committee of Tashkent City Court and the Supreme Court on 21 August and 4 October 2001 respectively.
