Rep. Kim Moon-soo of South Korea’s main opposition Grand National Party (GNP) showed a video he claimed was of a public execution in North Korea at the National Assembly and called for South Korea to attend a UN meeting on a resolution deploring the human rights condition in North Korea. Kim screened the video during his five-minute speech in the Assembly, saying that it showed an execution by a firing squad in Hoiryong, North Hamkyong Province, in early March.
"At a public execution in the North, each sentenced person is shot in the head, chest and bowels before the corpse is put into a bag without due care," Kim said. He said the video was taped secretly and declined to give further details about its source.
"The North committed public executions for the purpose of driving the society into fear," Kim said. "The executed person in the video was shot to death for helping a defector out of the North." Despite such dismal conditions, the South Korean government was blocking efforts to put a resolution on North Korea's human rights before a standing committee in the Assembly, Kim claimed. The GNP requested that the government attend the meeting on the proposed resolution against the North's human rights condition at the UN General Assembly. South Korea had abstained from voting on such resolutions out of concern of souring ties with its communist neighbor.
