Reviving the death penalty may not be enough to deter kidnappers in the long term, according to the government's top anti-kidnapping officer, Chief Supt. Hermogenes Ebdane Jr.
Ebdane said that while some kidnappers sentenced to death should be executed to teach their ilk a lesson, there was still need for vigilance by the public.
