Romania abolished the death penalty in 1989. The Constitution of Romania (1991) at Art. 22(3) states: "Capital punishment is prohibited."
On April 7, 2003 Romania deposited with the Council of Europe the instrument of ratification of Protocol No 13 to the European Convention on Human Rights and Fundamental Freedoms banning the death penalty in all circumstances. The last execution was carried out in 1989. Romania co-sponsored the resolution on the death penalty approved by the UN Commission on Human Rights on April 20, 2005.
