RUSSIA. RUSSIA TOO QUICK WITH DEATH PENALTY MORATORIUM IT CAN'T REVOKE, PARLIAMENTARIAN

Russia was too quick to introduce its capital punishment moratorium, Vladimir Vasilyev, State Duma member, told a news conference.
He lead the security committee at the parliament's lower house. Vasilyev also stated that it was impossible to discuss abolition prospects "or the people we want will no longer be extradited to Russia". He substantiated his point by referring to international legal norms which state that a country applying for a person's extradition must offer exhaustive guarantees of death penalty will not be applied to that person if they are being extradited from an abolitionist country.
