Shijiazhuang Municipal Court carried out the execution order on Xu Ailing, a female, for swindling money. In September 1997, Xu used forged seals to transfer 10m yuan from the Contract Work Office of Shijiazhuang railway Sub-Bureau to her account in a commercial bank.
