The Somali Shabelle broadcaster said the case involved the killing of a woman who was selling the drug kat at a military checkpoint in Mogadishu.
Shabelle said Afrah hailed the development as crucial signal that civilian deaths at the hands of transitional government troops would be reduced.
He reportedly added that any soldier committing crimes against civilians will be sentenced according to Shariah law by the court of the transitional government forces.
