State Duma Speaker Gennadiy Seleznev said he believed the death penalty should be introduced for terrorists. "For some reason, we have got it into our heads that if we are not using the death penalty, we have created a humane society," the speaker told a news conference. "People who have already decided that a person will die and those who train suicide bombers in their camps are criminals," Seleznev said. Seleznev said he doubted the use of the death penalty for terrorists would change relations between Russia and Europe. He also said that death sentences should be brought by a jury.
