The Council of Europe submitted a memorandum to stop the execution of a young 18 year old in Missouri (USA), Christopher Simmons, condemned to death for crimes he committed when he was a minor

The Council of Europe submitted a memorandum to stop the execution of a young 18 year old in Missouri (USA), Christopher Simmons, condemned to death for crimes he committed when he was a minor. The Supreme court of the USA was currently studying to see whether or not the USA could still execute offenders under the age of 18. This initiative, supported by Canada, Liechtenstein, Mexico, New Zealand, Norway and Switzerland, saw the Council of Europe joining forces with the European Union which also submitted a memorandum identical to that of the Court.
