The Council of Europe would not approve of a death sentence for suspected Chechen terrorist Salman Raduyev, who is currently being tried in Makhachkala, PACE rapporteur on Chechnya Lord Judd said in an interview with Interfax.
The Council of Europe does not accept the death penalty, and there can be no exceptions, even in the case of bin Laden, Lord Judd said.
He made it clear that if Raduyev or some other terrorist is sentenced to death, the Council of Europe may take punitive measures. The death penalty is one of the problems on which the Council of Europe has the toughest stance, Lord Judd said.
"If we confront something terrible and say that the only way to solve the problem is to take someone's life, we are to a certain extent playing into the hands of the terrorists," he said.
"If we just destroy the enemies of civilization, we will challenge civilization itself," Lord Judd said.
