The death penalty is not a punishment and should be scrapped from Uganda laws, the director of human resources at the Bank of Uganda, Magala Nyago, said.
Nyago told the Constitutional Review Commission that the death penalty had failed to deter criminals. He said the condemned should be subjected to hard labour and their products sold to cater for their maintenance and the families of the victims in case of murder.
"It is wrong to call the death penalty a penalty. You can only be punished when you are alive. All of us are sentenced to death. It's just a matter of time. So it's not a punishment," he argued.
