The death penalty was abolished on December 10, 1999 as the Constitutional Court considered it to be against the spirit of the new Constitution approved by a popular referendum on November 22, 1998. The Constitution sanctions the principle that "in Albania man's life is protected by law." Since 1995 several criminals have been condemned to death in Albania but none have been executed.
