The death penalty was removed from legislation in 1990, but remains in the Constitution. Since 1900, 126 capital sentences had been handed down. A total of 47 people were hanged for murder. The last person to be executed in Ireland was Michael Manning, a 25-year-old carter from Limerick, who was hanged in Mountjoy Jail on April 20, 1954. He had been sentenced to death for the murder of a nurse in 1953. Irish law provides that a person shall not be extradited for an offence carrying the death penalty in the country seeking extradition. Ireland was one of the initial countries to ratify the European Convention of Human Rights in 1953 and is now the only the only country out of 41 members attached to the Council of Europe that hasn't translated it into domestic law.
