The Gacaca justice system is expected to become operational early in 2002. Gacaca is a version of a traditional justice system that the government of Rwanda has introduced to expedite thousands of genocide trials.
The Gacaca courts will try those accused from category II of the genocide suspects and the most severe verdict they can give is life imprisonment.
Category I, those termed the architects of the genocide, will be tried in the national courts where the death penalty is allowed.
