The House Judiciary Committee voted 7-4 to send to the full House HB 2635. The bill by Rep. Opio Toure, D-Oklahoma City, would prohibit the state from sentencing mentally retarded defendants to death. The Committee stripped the bill of language that would have also prevented the state from executing mentally retarded defendants already sentenced to death.
