The Illinois Death Penalty Education Project (IDPEP)...

The Illinois Death Penalty Education Project (IDPEP) today proposed 12 reform measures designed to create a more fair and equitable capital punishment system in Illinois. Since 1977, Illinois has freed 13 innocent men from death row. "The error rate for death sentences in Illinois is 4.5 %, informed people would certainly agree that such inaccuracy is intolerable when the stakes are so high".
The proposed reforms include:
a) establishing life without parole as the maximum penalty when the sentencing jury is not unanimous, when a conviction depends on the testimony of a single eyewitness testimony, or when testimony against a defendant is given in exchange for special treatment;
b) requiring videotaping of interrogations of suspects
c) permitting expert testimony concerning the fallibility of eyewitness testimony in capital cases
