The New Hampshire legislature fell just short of the votes it needed to follow through on its move last year to become the 1st state in more than 20 years to repeal a death penalty. The 188-180 vote to keep capital punishment on the books was a huge about-face from last year, when the House voted to abolish it but wasn't able to override Governor Jeanne Shaheen's veto. Opponents of capital punishment - in a state that hasn't executed a prisoner since 1939 - returned the issue to the lawmakers this session even though Shaheen vowed to once again veto any attempt to abolish the death penalty.
