The New Straits Times revealed that a proposal to hang child rapists would be tabled in the Cabinet on December 18, despite strong objections from 30 non-governmental organisations. Minister in the Prime Minister's Department Datuk Seri Dr Rais Yatim said the move could be effective in deterring child-rapists. He said perpetrators should face the death penalty for raping a child, whether the victim dies or not. "When you commit a sexual assault on a child and death ensues, then it is only proper that the death sentence be applied, whichever way you look at it. "The rapist must know that the death penalty could ensue as a result of sexual intercourse with a child," he added.
