the Rajya Sabha (the upper house of the Parliament of India) was informed that the European Union (EU) had asked India to commute to life the death sentence of Devender Pal Singh Bhullar, whose clemency petition was rejected by the President Patil in May. “EU, in their letter, has inter-alia requested to commute the death sentence of Devender Pal Singh Bhullar to life imprisonment. As a decision in the matter has already been taken, no reply has been sent to EU,” Minister of State for Home Mullappally Ramachandran said.
