The Rostov regional legislature passed a resolution demanding renunciation of the moratorium on capital punishment. After a brief discussion, deputies voted unanimously in favor of the resolution. The moratorium should be invalidated in light of tensions in the North Caucasus, they said.
It must be taken into consideration that the criminal situation in the North Caucasus is absolutely different from the situation in Siberia, the legislature's first deputy speaker Nikolai Belyaev said. In an earlier message, the Krasnodar legislature asked Russian President Vladimir Putin to cancel the moratorium.
