The Security Ministry's head of internal affairs, Maria Luisa Borjas, said that police officers had been involved in the summary execution of at least 20 suspected criminals over the last four years. Borjas said that those implicated in the killings belonged to the top, executive and administrative levels and that their responsibility involved "execution, omission, complicity and cover-up." She also added that "you cannot combat crime in the country without first fighting the criminals within the police."
