The Southern Daily newspaper reported that the Zhanjiang Municipal Intermediate People's Court, Guangdong Province, sentenced Liu Hai to death and Zhou Fusheng, Peng Yong and Huang Xiaobo to death with a reprieve. It was alleged that between April 1996 and May 1998, Liu, chairman and president of Zhanjiang Haiwei Electronic Aluminium Foil Ltd Co., instructed Zhou, Peng and Huang, staff members of the Bank of China, Zhanjiang Branch, to use false financial certificates.
