The state Cabinet approved a draft ordinance providing for capital punishment or life imprisonment for abductors, hijackers, and for anti-national and subversive activities.
The soon-to be-promulgated Ordinance, came in the wake of the abduction of businessman Partha Roy Burman.
The chief minister, Buddhadev Bhattacharya, said there was a need to strengthen the hands of the police to help them combat crimes such as kidnapping for ransom which had become rampant in the state.
