The State Council and National Assembly of Dagestan will appeal to President Vladimir Putin and the State Duma to cancel the moratorium on the death penalty. The decision was made by the State Council at a special session convened following the May 9 act of terrorism in Kaspiisk.
"The criminals staging terrorist acts similar to the one in Kaspiisk have no right to mercy, but deserve the severest punishment - the death sentence," said State Council head Magomedali Magomedov.
The latest reports say that 177 people were killed or wounded on May 9, including 72 children and 63 servicemen. Of 42 dead, 12 were children. Among the 107 adults in hospital, 46 are servicemen and 61 civilians. Another 43 children are still being treated for their wounds.
