The State Duma rejected the Liberal Democratic Party-drafted call for President Vladimir Putin to renounce Protocol No. 6 to the European Convention on Human Rights, which bans capital punishment.
As few as 33 parliamentarians supported the LDPR move, while 122 voted against it.LDPR members insisted that the moratorium on capital punishment does not serve Russia's interests.
Most Duma members did not vote at all on the issue, and there was no general discussion. Only Nikolai Kolomeitsev, a communist deputy, wondered why the Duma had to vote on a protocol that it had never ratified.
