The Ugandan Commissioner of Prisons, Joseph Etima, appealed to the government to abolish the death penalty

The Ugandan Commissioner of Prisons, Joseph Etima, appealed to the government to abolish the death penalty. Etima was speaking at Nakivubo Stadium after watching "The Gallows", a play by the Diamond's Ensemble. He said that the sentence should be substituted with life imprisonment because innocent people are sometimes executed. "The Constitution demands that we should rehabilitate convicts, but a dead person can't be rehabilitated," Etima said.
