Trinidad and Tobago signed the letter, dated 22 July 1999, addressed to the President of the Economic and Social Council, in which the retentionist countries dissociated from the Commission on Human Rights resolution 1999/61 on the question of the death penalty.Trinidad and Tobago was a cosponsor of the amendments presented by Egypt (A/C.3/54/L.31 and L.32) and amendments L. 33, L.34, L.35, L.36, L.38, L.39, L.40, L.41, L.42 to the resolution for a moratorium on executions presented by the European Union at the 54th UN General Assembly (A/C.3/54/L.8/Rev.1).The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions sent an urgent appeal to the Government on behalf of Indravani Pamela Ramjattan, sentenced to death in May 1995 for killing her husband. The Special Rapporteur was very concerned about reports and allegations that the Government had begun taking steps to accelerate executions by speeding up domestic legal process in capital cases and by enforcing strict time limits on applications for redress under international law (E/CN/.4/1999/Add.1).
