Turkey signed Protocol No. 6 to the European Convention on Human Rights, prohibiting capital punishment in peacetime on January 15, 2003. The signing followed the Turkish Parliament's approval of a 14-point package of democratic reforms on August 3, 2002 that included the abolition of capital punishment in peacetime. The package was ratified by the President and entered into force on August 9, 2002.
