Uganda's new Constitution, adopted 5 years ago, retains the death sentence for crimes including treason, rape, robbery with aggravating circumstances, murder and arms trading. Defilement is defined as having carnal knowledge of a girl below the age of 18. In the beginning of the year 2001 a group of 15 members was nominated with the purpose of reviewing parts of the 1995 constitution, including parts relevant to the death penalty.
During an hearing it was told the Constitutional Review Commission that 55 prisoners were hanged in the last 10 years for murder, rape or aggravated robbery. The highest number of executions in the last 10 years was in 1999 when 28 prisoners were hanged for murder.
