Under legislation passed in 1993, seven people have been executed by lethal injection for various "heinous crimes." In the last five years, four women drug offenders have been sentenced to die by lethal injection. In the first quarter of the year, the police arrested 22 foreigners in major drug busts. Fifteen of the foreigners faced possible death sentences. Senator Loren B. Legarda said that all those facing the death penalty were Chinese nationals, identified as: Su Zhi Shan, Yong Xing Li, Sunny Yeung Tin, Cai Qi Ming, Chung Shiao Taeng, Leong Kuan, Antonio Kao Lim, Ting Chi Seng, Wilson Lim, Wang Cuo Cuai, Wang Guo Biao, Ong Kim San, Shi Hung Chin, Rosa Ong See and George Ong. In 1999, police arrested 89 foreigners on drug charges, 45 of whom face possible death sentences.
