The Senate passed 28-5 SB 187 aimed at shortening the time of that death penalty appeals take. The legislation, which now moves to the Alabama House (HB 260), would require inmates to raise claims of ineffective counsel and the same time as the inmate’s direct appeal claiming trial errors.
