USA - Arkansas. The attorney general is asking a federal court to commute Sedrice Maurice Simpson's death sentence

The state attorney general's office is asking a federal court to give Sedrice Maurice Simpson, a death-row inmate, two life-without-parole sentences after a psychologist found him to be mentally disabled. The state made the filing today with Simpson's defense lawyer. In a report with the filing, a psychologist says Simpson had low test scores from a battery of examinations. The report says Simpson's IQ tested at a 59 and state law prohibits the execution of those with IQs of 65 or below. Simpson was convicted in the killings of Wendy Pennington and Lena Garner during a crack-cocaine-fueled robbery at a grocery store in 1997.
