USA - Iowa. Senate Subcommittee votes to expand the death penalty

A subcommittee of the Senate Judiciary Committee voted 3-2 to recommend passage of SF 296, which would authorize the death penalty for the kidnapping, sexual abuse, and murder of a victim who is a minor. A similar bill was introduced and reported out of committee before failing to win approval last year.
