The Senate Judiciary Committee on a 8-7 vote passed SF 296 which would authorize the death penalty for the kidnapping, sexual abuse, and murder of a victim who is a minor. Two Republicans, Senator Amy Sinclair and Zach Nunn, joined the Democrats against it.
