Senate approves HB 774 expediting changes to NC death penalty drugs. The bill would remove the requirement that a doctor be present at all lethal injections, shield the makers of drugs used in executions and the specific protocols for carrying out the sentence from public view. Senators voted 33-16 along party lines.
