The state Attorney General's Office has agreed to give 2 Oregon death row inmates life without the possibility of parole because of their mental disabilities. The change puts the state in compliance with a recent ruling by the U.S. Supreme Court that states cannot execute people determined to be "mentally retarded." Jesse Pratt, 74, convicted of sexually assaulting and killing a woman in 1988, and Michael McNeely, 53, who was sentenced to death for the murder of a woman in 1993, are set to be moved off death row and into the general prison population in the next week.
