Allegheny County Judge Lawrence O'Toole has ruled Connie Williams should not be on death row because his low IQ makes him mentally disabled. Judge O'Toole says Williams should, instead, serve life in prison. Williams, 59, black, was convicted and sentenced to death in March 2002 for the 1999 killing of Frances Williams. Williams had previously served 7 years in prison for the 1974 murder of his girlfriend's landlord.
