USA - Texas. House Approves Bill Limiting Death Penalty in ‘Law of Parties’ Cases

(April 20, 2023) - (HB 1736) - Texas House Approves 133-11 Bill Limiting Death Penalty in ‘Law of Parties’ Cases.
The Texas House gave approval to a bill by Rep. Jeff Leach (R-Plano) to limit capital murder prosecutions and the application of the death penalty in cases where the defendant is accused under the “law of parties.”
Lawmakers passed HB 1736 on third reading.
The legislation requires that a defendant be a “major participant” in a capital murder and act with “reckless indifference to human life” in order to be convicted.
In order to become law, the bill must receive the approval of the Senate.
Earlier this month, the House also passed a bill to bar the execution of prisoners with severe mental illnesses.
