The House Criminal Jurisprudence Committee passed 5-3 HB 1936 that would ban the execution of severely mentally ill inmates. Under the measure, proposed by Rep. Toni Rose, D-Dallas, defendants who have active psychotic symptoms of certain mental illnesses at the time of the crime would be ineligible for capital punishment.
