The Senate advanced 21-6 the bill SJR14 that would change Utah's Constitution to speed up the appeals process, particularly in death-penalty cases. SJR14, backed by Attorney General Mark Shurtleff and sponsored by Sen. Curt Bramble, R-Provo, would shorten the time a person convicted of a crime has to appeal. The bill now faces 1 more Senate test before moving to the House.
