Controversial Death Penalty Bill Killed in VA Senate. Lawmakers in the state legislature have killed a controversial death penalty bill. The Senate voted 21 to 19, mostly along party lines to send the bill back to committee, effectively killing it for the year. The bill was met with fierce opposition by some who view electrocution as archaic, but sponsor Bill Carrico says it's about justice.
