Vietnam President Tran Duc Luong commuted the death sentences for 13 inmates to life imprisonment. Luong upheld the death penalties against another 22 convicted inmates. Seven death-row prisoners granted the presidential amnesty had been convicted of drug trafficking, four for murder, one for child rape and the rest, a woman, for fraud.
