War crimes and genocide are capital crimes. Since 1977 two death sentences were pronounced for military crimes. The Bosnian Parliament has had special guest status with the Council of Europe since January 1994. Bosnia and Herzegovina submitted a formal application for membership in July 1995. The peace accord of 1995 known as the "Dayton Agreement" contains a formal undertaking to abolish the death penalty. The Human Rights Chamber of the Federation has stated that the execution of any death penalty would be contrary tg Protocol No. 6 and has asked the authorities to ensure that no executions can be carried out. In July 1998, the Federation adopted a new criminal code abolishing the death penalty. On June 22, 2000, the Assembly of the Republika Srpska, the Bosnian Serb Republic, entity of Bosnia-Herzegovina adopted a new criminal code which changed the death penalty to life imprisonment.
